Project description

The aim of PADSS 2 was to strengthen maternal and child healthcare provision in community health centers in the Mopti region, as well as at its regional hospital, Hôpital Sominé Dolo. The I3S component also aimed to improve financial access to healthcare, which was achieved by setting up mutual health insurance schemes.

 

Service description

The project included a strong health system strengthening component with various investments, support for regional sectoral steering dynamics, the introduction of accreditation mechanisms, and the development of CSCOM management autonomy. AEDES, as the project's AMO, developed numerous tools, both technical (training manuals, Sara survey methodology) and administrative or financial (sector budgets, program estimates).

The section on demand for health care has enabled our teams to analyze the effectiveness of the mutualist model proposed in Mali, drawing many lessons about the relevance of this initiative in reducing inequalities in access, and also to gain a better understanding of insurance techniques: membership, contractualization, reimbursements, etc.

The hospital component, aimed at combating sickle-cell anemia and setting up a blood transfusion unit, provided an opportunity to reflect on the organization of these services and their integration at regional level.
